The definition of sexual norm comes down to a number of questions. The first is whether all participants agree to have sex.
The second is whether they correspond to the age of voluntary consent to an intimate relationship. In addition, there is the concept of partner sexual norms. It implies the free realization of preferences and needs within the framework of what specific partners consider acceptable. So if all of the above conditions are met, group sex is considered the norm.
